Minutes of the Annual CWC Meeting held at Suburban Club, Kochi on 22 May 2010

The State President Dr. Joseph Stephen at 4 pm called the Annual CWC Meeting of the QPMPA to order at the Suburban Club, Kakkanad, Kochi on Saturday, 22 May 2010, the venue of QPICON 2010.

The State Secretary Dr. K. Kishore Kumar carried out collaring of the president. The Secretary conducted the flag salutation and silent prayer followed. Self-introduction of the members present was next.

Dr. V. C. Mammen, the Organising Committee Chairman welcomed the members and requested them to make the meeting a memorable one.

In obituary notes, the respective Branch officials presented the demise of Dr. K. K. Chakrapani of Kalpetta on 16 September 2009, Dr. George Thomas of Karunagappally on 27 February 2010 and Dr. P. M. Shenoy of Kannur on 28 March 2010. The house stood in silence praying for the departed souls and directed the Secretary to send condolence messages to the bereaved families.

The presidential address followed. Dr. Joseph Stephen thanked the members for accepting him with his multitude of deficiencies and inexperience. He informed the house that this would be the last CWC (Central Working Committee) meeting of the QPMPA. From tomorrow, QPMPA Kerala will be known as QPMPA, Kerala State Branch and the Working Committee meetings will be SWCs or State Working Committee meetings. From 23 May 2010, QPMPA India will be the parent body for the private sector doctors and their hospitals all over India.

He continued saying that the Government and bureaucracy in many issues affecting the Private Medical Practitioners sideline us. The non-inclusion of the QPMPA in Minimum Wages Committee and the Best Doctor Awards Committee are a few examples, said Dr. Stephen. He informed the house that the 2010 Best Doctor Award is also going to be a secret affair of the Government and the required formalities to be completed in January 2010 has not even started in May in spite of our reminding the Government in February 2010. He gave the list of branches visited during the year and of the awakening in the activities of the QPMPA.

He informed that the TC Medical Council had to withdraw the unlawful re-registration exercise on the orders of the Hon’ble Kerala High Court on the strength of a petition filed by QPMPA. The Minimum Wages case is in the Kerala High Court. The Drug Licence case dismissed by the Kerala High Court is in the Supreme Court again and this time we must settle this issue started in 1974. Before closing, he informed the members that the QPMPA will be a national organisation from tomorrow onwards and that the first National QPMPA General Body meeting will follow 36th Annual General Body meeting of QPMPA Kerala. Finally, he requested the members to permit him step down as State President on the third year.

The State Secretary, Dr. K. Kishore Kumar presented the minutes of the CWC meeting held on 21 Feb. 2010 at Kochi circulated with the meeting notice and so not read. The house passed the minutes as proposed by Dr. B. S. Rao and seconded by Dr. O. Baby.

In matters arising out of the minutes, there were no discussions.

The Secretary then presented the report of activities for the year 2009-10 and the house appreciated the good works carried out by the team efficiently.

The leaders from the following branches presented the report of Branch activities — Kasargod, Kannur, Kozhikode, Wayanad, Thrissur, North Paravur, Ernakulam, Thodupuzha, Kottayam, Changanacherry, Kayamkulam, Punalur, and Thiruvananthapuram.

The Treasurer Dr. K. Janardhanan then presented the audited Income and Expenditure Account for Rs. 564,651.43 and the house approved the same.

Dr. O. Baby, the Journal Editor complained that the members are not coming forward to canvass advertisements for the Journal and requested all to cooperate and make it self-sustaining. He informed the house that he is taking the full responsibility for the unpalatable comments that appear in the Journals and apologised for the same. He added that it is the presence of the comments that make every member read our Journals from cover to cover, line by line and in between them! Before closing, he informed the house that he is stepping down to take up bigger responsibilities in QPMPA India. He requested the new editor to be, to maintain the high standard of the Journal and to publish facts diplomatically, however bitter they may be.

The Editor Dr. K. Kishore Kumar of Doctors’ Directory of Kerala (DDK) informed that the response from the members is very poor and hardly a thousand members have submitted the required details to revise the DDK during the last 7 years. He said that the updated website of QPMPA would have dedicated pages for DDK. All the doctors in Kerala can log in, submit the details, and retrieve it when required. That will be the largest database of doctors in Kerala. For approval of the data submitted, the Medical Council registration number given must tally with that of Indian Medical Register.

Dr. Jose Mathew, Secretary of MAPS informed the house that things are heating up and we must increase membership. The CPHA representative Dr. M. C. Cyriac was absent. However, some members present were unhappy with the affairs of CPHA and wanted QPMPA out of that.

Discussions on QPMPA India came up next and the house decided to conduct the first election of the Office Bearers the next day. The house nominated Dr. B. S. Rao as the Returning Officer for the same. At this point the State Secretary intervened and informed the house that he had received the resignation letters from Dr. Joseph Stephen, State President, Dr. O. Baby, The Journal Editor, Dr. P. R. Radhakrishnan, South Zone Vice President, Dr. M. A. Koya, North Zone Joint Secretary, and Dr. Joy George, Mid Zone Joint Secretary. There was some confusion in the house on hearing the news of the mass resignations and the President Dr. Joseph Stephen clarified everything. The house then authorised Dr. Rao, the returning officer, to fill up the vacancies at the time of elections at the 36th Annual General Body meeting the next day. Dr. P. K. Radhakrishna Pillai spoke about QPMPA India and requested that there must be transparency in all matters, especially in financial matters.

The house unanimously passed a resolution thanking the organisers of QPICON 2010 for the good work they have done to make the conference a grand success.

Three past presidents - Dr. A. K. Sabhapathy, Dr. B. S. Rao and Dr. B. V. Bhat were asked to constitute the Awards Committee and to finalise the winners of the various awards to be presented at the General Body meeting the next day. Changanacherry was the first choice in venues for QPICON 2011.

In discussions that followed the State leaders touched upon Shops & Commercial Establishments Act issue, VAT (SLP (Civil) No. 13703/2009), Sales Tax, Drug Licence (Diary No. 16476/2010 in Supreme Court), Minimum Wages (Kerala High Court), ESI and answered the questions from the floor.

In future plans a QPMPA Medical College, total Waste disposal and ambulance services in all towns were discussed. Decided to have the first SWC on Sunday, 13 June at Kochi.

After the closing remarks by the President, the Secretary Dr. Kishore Kumar proposed the vote of thanks. The President Dr. Joseph Stephen adjourned the meeting for the address by Shri K. M. Mani, (Ex-minister), entertainments and dinner at 6.30 pm.
