Minutes of the Third SWC Meeting of the QPMPA
held on Sunday, 13 February 2011 at Kochi
The third SWC meeting of the QPMPA was held on Sunday, 13.2.2011 at our Office at Kochi. Seventeen (17) members were present.
The President Dr. M. A. Koya called the meeting to order at 11.15 am. The investing of the collar was by the Secretary. Flag salutation recited by State Secretary and self-introduction followed.
In obituary reference Dr. O. Baby announced the demise of Dr. Issac Mathew of Kottayam and Dr. Joseph Stephen the demise of Dr. A. V. Joseph of Nedumkandam. The members stood in silence praying for the departed souls.
In his opening remarks, the president Dr. Koya welcomed the members present and thanked the Ernakulam QPMPA for donating the new chairs and sound system for the meeting hall. Dr. Baby also joined the state president in thanking the Ernakulam branch for the new look hall.
Presentation of minutes of the meetings held on 3.10.10, 24.10.10, 7.11.10 and 11.1.11 was next. The house approved the minutes already circulated with the meeting notice without reading as proposed by Dr. TPV Surendran and seconded by Dr. O Baby. There was no discussion on the minutes.
Dr. Jose Mathew presented a report on MAPS and he informed the house that there are 204 members now. Drs. TPV Surendran, O. Baby and Joseph Stephen spoke. Dr. Jose informed that the number of cases is on the higher side and to be on a safe side increase in membership is necessary.
Dr. A. K. Sabhapathy spoke for CPHA. He informed the house that the QPMPA must have better relations with politicians and that we must utilise all available opportunities.
On discussions, ESI issue came up first and there was nothing new for discussion.
Regarding Sales Tax issue, it was informed that the case is pending in Apex Court. Drs. T. G. Varghese, Joseph Stephen and Eapen informed the house that they all got notices from the Sales Tax Department and those notices were handed over to Adv. George as decided at an SWC meeting earlier.
For the exemption under Shops and Commercial Establishments Act, the majority opinion was to approach the new Government with fresh request to get exemption after the election.
It was decided that the association must cooperate by paying Rs. 20 each for each employee for the Employees Welfare Fund and Rs. 4 for each employee in the case of Kerala Labour Welfare Fund.
The president informed the house that as directed by Adv. Thomas of Delhi, it was decided that fresh Writ Petitions be filed in Kerala High Court by doctors who are not members in the association. Dr. AN Thomas informed the house that he got a favourable order from Kannur Munsiff Court for supply of medicines to his hospital. The Secretary informed the house that Dr. Kamalasanan of Sasthamkotta has filed a case in the High Court against the raid and seizure of drugs and that the High Court has ordered the release of drugs to Dr. Kamalasanan.
The Journal Editor Dr. Radhakrishnan presented the new look QPMPA Journal before the house and all the members appreciated the same and congratulated the editor. Many suggestions to improve the journal came from the floor and the editor agreed to consider them.
QPCON 2011 was next and Dr. Radhakrishnan of Anchal informed the house that the Punalur branch would host the conference. He informed that May 14, 15 are tentatively fixed for QPCON 2011, and the venue will be Gokulam Medical College, Venjaramoodu. The house accepted the proposal from Punalur branch and the house agreed for the venue and dates.
The Branch representatives present gave brief reports of their respective branch activities.
Dr. Joseph Stephen informed the house that the Thodupuzha branch is having a special meeting on Friday, 25th February, and the topic is “Panel Discussion on Criminal Negligence”. Justice Basheer will chair the same. Dr. Stephen invited the members to attend the meeting.
In other matters, the house requested Dr. Madhu of Paravoor to look for a plot of land in the newly developing areas of Kochi for a QPMPA complex.
The President adjourned the meeting at one pm after the vote of thanks by the State Secretary.
